Minutes of the Parish Council Meeting held in the Village Hall, Kettlethorpe, on Monday 07th January 2019 at 7.40 pm

2.   MINUTES OF THE PREVIOUS MEETING

The minutes of the December meeting had been circulated to all members and were proposed as a true record by Councillor Richard Barnard, seconded by Councillor Lauren Flinders and agreed by the meeting.

3.   MATTERS ARISING 

3.1   Local Policing issues –  The Police report for December listed 4 burglaries, 8 thefts, nil vehicle crimes and 1 criminal damage.  There was one issue concerning Kettlethorpe Parish when multiple locks on a large shed had been cut by offender(s), but nothing had been taken.

3.2   Jubilee Park –

i.  New tree lights  Richard had purchased a battery powered garland of tree lights on behalf of the Council in mid December, as a possible replacement for the existing mains lights and had set up a test to check their capability.  (See Finance item 6.1.) To date, they are still running satisfactorily, which could indicate that it may not be necessary to renew the Npower contract when it expires later this year.      

ii. Fence panels & exit barriers – awaiting an improvement in weather conditions.

3.3   Highway Matters – i. Tesco grant for speed equipment  The “Bags of Help” charity is to be contacted, to ascertain if it will offer a donation towards speed control equipment in Laughterton.   Whilst discussing speed control, the similarity between the official limit signs and the private / commercially available versions was mentioned and on the same subject, one member speculated on whether the replacement of the street lighting on Newark Road will have any bearing on the existing speed limit.   

3.4   Flower troughs – It had been reported that one of the  planters adjacent to the golf course had fallen, either due to the soft base soil or had been knocked over by a vehicle.  The Chairman had checked and found that there is no apparent damage, but had removed all of the plants for safe keeping.  Tim is to seek the assistance of a local resident with a teleporter to lift the trough back in to position.  For future safety, the Chairman recommended providing stakes at the corners, or as suggested by Richard, create palettes for them to stand on.

It was recommended that the new sponsorship fees for next year, starting in April should be £20 “per fill” i.e. £40 p.a., which is for the cost of the plants only, with no charge for  labour. Two more sponsors are needed for the troughs on Kettlethorpe Road and MKS Groundcare had shown an interest, but would prefer to sponsor the Main  Road  planters rather than those on Kettlethorpe Road.  Lauren is to check if the idea appeals to her school, but if not, she suggested planting bulbs in a flower bed around the Best Kept Village Tree, when it is known what ‘comes up’ from previous years.

3.5   Parish Council Surgery – Catherine had volunteered to run the first surgery, which will take place on 21st January and had e-mailed the suggested design and layout of the fliers to be distributed to each household.  Richard offered his help with printing them, as 180 plus will be required, and the clerk is to advise Catherine.  Tim suggested that the details of each surgery, i.e. the date, time and which of the Councillors is to attend, should be determined at the PC Meeting immediately before it.

3.6   Parish Council Dinner – agreed for Friday 8th February at 7.00 pm for 7.30. Food orders are to be referred to the clerk who will pass on details to the Friendship.

3.7   Parish Council Facebook – Further attempts are to be made to contact Alex, perhaps even by Royal Mail to ask him to de-activate the existing Facebook.

5.   PLANNING 

5.1   Application Reference No 138686 – for proposed commercial unit,  Silver Trees Farm,   LN1 2JW There is no change in the observations submitted by this Council to the earlier application when it was stated that the development of the unit would be of benefit to the Parish, with the potential to create employment.   It  was  reiterated  that  any  objections  from WLDC could possibly stem from their investment in, and promotion of, the Saxilby Enterprise Park.
   
5.2   Application Reference No 138698 – for addition of brick chimney to side and porch / canopy to front Hope Cottage, Sallie Bank Lane. LN1 2JY.  No objections were raised.

6.   FINANCE

6.1   Light4fun – Fairy lights and battery box – £50. It was proposed by Cllr David Byrne that Cllr Barnard should be reimbursed for the purchase of these items.  This was seconded by Cllr Tim O’Callaghan and agreed by the meeting.    
   
6.2   Chocolate prizes for Switch-on – Payment of £30 to Cllr T. O’Callaghan was proposed by Cllr R.   Barnard, seconded by  Cllr D. Byrne and approved by the meeting

6.3   PAYE / Salary - for end December.  It had been agreed by the Council at the start of the financial year, that PAYE and salary should be paid monthly.  Agreement for this month’s payment was given by the meeting.   

6.4.   Parish Accounts – for end December.   The Parish Accounts’ Sheet for end December, confirmed by the HSBC bank statement showed  that the balance of accounts was £12,511 and that £6,624 had been spent to date.  Consent  was given for the Chairman and the clerk to sign the accounts

7.   ITEMS FOR DISCUSSION      

7.1   Elan City – the Chairman had been contacted by a representative from this company who wished to promote their speed detection device. The advertising leaflet is to be circulated with the correspondence.

8.   DATE OF NEXT MEETING

This will take place in Kettlethorpe Village Hall on Monday 4th February 2019 at 7.40 pm

As there was no further business the meeting closed at 09.00 pm
