MINUTES OF THE LAST MEETING

 

The Minutes of the meeting held on 13h May 2025 had been circulated to all councillors and were proposed, seconded and approved by the meeting.

 

PROGRESS REPORTS

 

Emergency plan

The need to appoint a co-ordinator was again stressed. Cllr Barnard has been talking to Lewis Kyme regarding assisting with some of the work as part of his studies. The meeting discussed the setting up of a Whatsapp group. D/Cllr Pilgrim will look into the legal requirements.

 

Jubilee Park

Mr J Bean had carried out the work on the chicane barriers and the brick columns and had been paid. The work looked to be of high quality.

 

Cemetery

Rewilding: Cllr Barnard had met Mrs Brownlow. She had advised against removing the turf, suggesting a close cut and the planting of plug plants in autumn as an alternative. The possibility of involving parishioners to gather and establish seeds towards the project was discussed.

Treatment of Fenton residents:

The Chair had attended the latest meeting of Fenton PC and had explained the possibilities we are offering as a way forward. Some questions had arisen which she could not answer and FPC will email her with these. She will liaise with the Clerk to compose answers and pass these to D/Cllr Pilgrim who is currently the FPC Clerk. It was decided that whatever was decided, the concessions will be extended to Fenton residents and permanent residents of Torksey Lock – i.e. not including owners of holiday homes.

 

Village Hall

The Village Hall had provided a leaflet which provided a leaflet which quoted the tariff for hire of the Hall and contact numbers. This will be included in our next leaflet drop.

 

Flooding at three way junction of roads to our villages and Fenton &

condition of roads around the villages

There had been no progress on either off these matters. It was felt that there was little further we could do at present. The matters will be raised again when there has been considerable rainfall.

 

Flower troughs

Cllr Bussoopun was progressing the treatment of the troughs. Cllr Elliott will obtain the plants.

 

 

CORRESPONDENCE

Correspondence for May/June to date had been circulated to all councillors

 

PLANNING

 

WLDC ref 144120:

A Fenton resident had been in contact with WLDC more than once regarding this. The Clerk had been copied into the reply to the first enquiry, but not the second. D/Cllr Pilgrim will provide this and the Clerk will circulate among councillors. The Clerk will contact Laura Smith at WLDC to point out the dangers of residential planning permission being granted by default and asking to be copied into future emails.

The meeting considered the application and decided it had no comment to make.

 

FINANCE

 

The payment of the following invoices for April were agreed by the Council:

already paid: HSBC monthly charge £8.00; All Round Gardens £262; F5 Computing £42.88; Mr J Bean re Jubilee Park work £1250.00; AJ Gallagher re insurance renewal £583.22

 

Clerk – PAYE AND SALARY for May

 

Accounts to the end of May: income £12932.38; expenditure £4528.45; balance £19920.57

 

These were agreed and accepted by the meeting

 

There had been no progress on the Clerk’s salary for 2025/26.

 

 

ITEMS FOR DISCUSSION

 

(a) Cllr O’Callaghan was elected as Vice Chair for the coming year.

 

(b) The Clerk had received notification from F5 Computing regarding the termination of Microsoft Windows 10 later this year. There was some doubt as to which system we used and the Clerk will investigate.

 

(c) The Clerk advised the meeting that he would be on holiday from 23rd June to 6th July. In view of the shortage of time between his return and the July meeting, it was decided to move the July meeting back by one week to 15th July, if the Hall is available. The clerk will check.

The next Meeting will take place in Kettlethorpe Village Hall on 15h July 2025 at 7pm, subject to availability in note (c) above.

 

The Chair closed the meeting at 8.10pm.
