Minutes of the meeting of the Parish Council held on Tuesday 2nd December 2025

in Kettlethorpe Village Hall

MINUTES OF THE LAST MEETING

 

The Minutes of the meeting held on 11h November 2025 had been circulated to all councillors and were agreed.as a correct record.

 

PROGRESS REPORTS

 

Speeding

The meeting felt that in the interim, we could try to make use of the old battery powered sign known as ‘Smiley Sid’. This was believed to be currently with Saxilby Police Station. The Clerk will investigate.

 

D/Cllr Pilgrim provided details of the costs related to the new speed indication devises installed by Fenton PC. The devises themselves would cost £5614 with the posts would add £400. Installation by a qualified person would be £1000 to £1200. The Clerk had enquired with our insurer and there would be no increase in our premium for adding these devises.

 

The Clerk had looked at a list of possible funding sources provided by the Chair. It was decided to send an email to each of these requesting guidance on the possibility of funding was discussed with a view to mitigating pressure on the Precept. The Clerk will provide a draft email to all councillors for agreement/amendment to enquire with the various bodies as to availability of funds and other salient matters.

 

D/Cllr Pilgrim also provided details the costs of traffic calming gates. Two pairs of these would be £4500. In view of the costs of the detection devises, obtaining these at this time was felt not to be viable.

 

The Clerk advised the council that the precept for 2026/27 would have to be determined at the January 2026 meeting and that any addition to the precept to finance the speeding devises would need to be arrived at by then.

 

Cllr Smith had begun recording the start and end of police presences monitoring speeding within the village. The Clerk asked if all councillors could provide this to him, this could then be discussed and minuted.

 

Village Hall

there was no progress report. This matter was deferred until the New Year.

 

Jubilee Park

RoSPA safety report:

Cllr Barnard had emailed the contractor for a quotation, but had no reply.

 

Christmas events

lights switch on:

Final arrangements were made. Cllr O’Callaghan presented receipts for £108.90 in respect of selection boxes and Cllr Barnard a receipt for £10.50 relating to rope to use hanging baubles. These were both agreed. Cllr Elliott had trimmed the overhanging trees. The tree will be dressed and lights put up on 6th February at 12.30pm.

 

Window decoration and lights competition:

The Clerk had obtained the £20 “any voucher store” voucher. The Chair took this and will contact the winner to hand the voucher over.

 

CORRESPONDENCE

 

Correspondence for November/December to date had been circulated to all councillors

 

PLANNING

 

WLDC reference WL/2025/00960

 

The application will be discussed by WLDC Planning Committee at their meeting on 10th December. The Chair will attend and speak, and may be accompanied by Cllr Barnard.

 

FINANCE

 

The payment of the following invoices for October were agreed by the Council:

already paid: F5 Computing £42.88 monthly charge and £25.36 for provision of Cllr Smith’s email facility.

 

Clerk – PAYE AND SALARY for November

 

Accounts to the end of November:

income £14461.95; expenditure £10566.94; balance £14581.77

 

These were agreed and accepted by the meeting

 

As the October meeting had not finally settled on an estimate for the precept, the Clerk had submitted an estimate of £13000. This was agreed.

 

The Clerk had received the £100 donation from Kettlethorpe United Charities and £75 from Fenton PC regarding their contribution to cemetery grass cutting costs.

 

ITEMS FOR DISCUSSION

 

(a) Cllr Smith had requested at a previous meeting a walk round the villages to ascertain items for actioning which could be publicised every 3 months. The meeting decided this could be started whenever councillors were out and about in the villages. The Clerk was asked to post on Facebook to advise that tree trimming and a clean up had been undertaken in Jubilee Park in time for the lights switch on.

 

The Chair had made a first draft of a survey for the villages to ascertain the wishes of residents for what the Council could undertake on their behalf. She will revise and circulate this.

 

(b) The Chair reported on some of the content of work meetings which had been related to the proposals for new local government in the county. She will report again as and when.

 

(c) Cllr Elliott had personally thanked Mr A Scawthon for his efforts with the poppies for Remembrance Day. The Clerk was asked to write officially to thank him and also to the WI for the knitted poppies. The Clerk was asked to diarise for June 2026 to discuss replacement large poppies.

The next Meeting will take place in Kettlethorpe Village Hall on 13th January 2026 at 7pm.
