Minutes of the meeting of the Parish Council held on Tuesday 14th January 2025

MINUTES OF THE LAST MEETING
The Minutes of the meeting held on 10th December 2024 had been circulated to all councillors and were proposed, seconded and approved by the meeting.
PROGRESS REPORTS
Emergency plan
The Clerk and the Chair had met and discussed the draft emergency plan. They had concluded that the proforma questionnaire supplied by North & South Wheatley PC via Cllr Barnard would provide a very useful starting point for determining what resources exist within the villages. The Clerk will amend the wording of the survey to make it appropriate for us.
Data Protection was discussed and the Chair will investigate the legal implications via LALC.
Jubilee Park
There had been no progress on the installation of the swing seats. Cllr Barnard will expedite.
Cemetery
Rewilding:
There had been no progress on the rewilding. Cllr Barnard had spoken to Mrs Lister on behalf of the Church and had outlined the plans. Mrs Lister was pleased at the plans.
Treatment of Fenton residents:
The Chair had made no progress on this as she had learned that the Clerk to Fenton PC was leaving the post shortly. She will seek clarification from D/Cllr Pilgrim as to the situation with Fenton PC going forward.
There was a query as to what percentage of the charges for grass cutting relating to the cutting of the cemetery grass. The Clerk will make enquiries of All Round Gardens.
Village Hall
The Chair had emailed the Committee regarding the proposed event, which was provisionally set for Sunday 23rd March. The Clerk will email Mrs Wilcox to confirm that the Hall is available for that date.
In view of there being no reply to previous emails by the Chair to the Committee, Cllr Elliott will follow up with Mr A Straw.
The Chair suggested publicising the emergency plan and other matters in our part of the event. This was felt to be useful. The Police will be invited to attend.
Kettlethorpe village sign
The Clerk had received a quote from Blades Advertising & Marketing for the replacement sign. This amounted to £105 +VAT and was agreed.
He had also contacted Mr John Bean regarding the righting and repainting of the sign stand will arrange a meeting to obtain a quotation.
Mrs Mosedale’s burglary
The previous administrator of the Neighbourhood Watch scheme had advised that receipt of crime reports and other information had fallen away in recent times. The Clerk will look into whether there is still an active scheme in operation.
New Councillor
Cllr Elliott had spoken to Mr J Willis regarding him possibly rejoining the Council. He was not confident that he would agree, but he had offered to assist with the rewilding project.
Laughterton flower boxes
The meeting discussed the state of the flower boxes. It was decided to inspect the boxes with a view to (where possible) repair the boxes and review again in a year’s time.
Community activities
Cllr Barnard had produced a proforma newsletter for forthcoming events in the villages. This was felt to be a good idea.
Other events would possibly included an Easter themed window decoration competition, an Easter Egg Hunt and Easter bonnet competition. Some of these are already done by the Church, so it would necessary not to tread on their toes. It was also suggested that we could stage a conker themed day in Autumn.
CORRESPONDENCE
Correspondence for December/January to date had been circulated to all councillors
PLANNING
nothing to report
FINANCE
The payment of the following invoices for November were agreed by the Council:
already paid: HSBC ,monthly charge £8.00; F5 Computing invoices £43.50;
outstanding: SS Peter & Paul Kettlethorpe contribution to grass cutting costs for 2024 £663.00;
LALC annual subscription £164.22. These were agreed with the proviso that the payment to the Church would be made at the start of the next financial year.
Clerk – PAYE AND SALARY for December
PARISH ACCOUNTS
end of December: income £13023.14; expenditure £10219.79; balance £13363.46
These were agreed and accepted by the meeting
The precept for 2025/26 was set at £12500
The meeting reviewed the Clerk’s salary for 2025/26. A decision was deferred until the February meeting.
ITEMS FOR DISCUSSION
(a) Cllr Bussoopun reported that he was having difficulty in accessing emails at his Council address. He will look into the issue and hopefully get it rectified for the next meeting.
(b) The Clerk had received a report of flooding at the triple junction of roads into our villages and Fenton. This appears to be due to a newly dug trench taking water to s pipe which is too small bore to cope. This will be reported to Trent Valley Internal Drainage Board for investigation.

The next meeting will take place in Kettlethorpe Village Hall on 11th February 2025 at 7pm.
