Minutes of the meeting of the Parish Council held on Tuesday 11th November 2025

MINUTES OF THE LAST MEETING
The Minutes of the meeting held on 9h September 2025 were amended to reflect the options presented to Fenton PC regarding the fees payable by their parishioners for use of the cemetery. The minutes were then agreed.as a correct record.
PROGRESS REPORTS
Cemetery
The tariff applicable to the residents of Fenton & Torksey Lock were amended in that Fenton PC will pay 50% of the cost of cutting the cemetery grass and residents of Fenton and Torksey Lock will pay the tariff applicable to residents of Kettlethorpe and Laughterton.
The Clerk will appropriately amend the cemetery brochure.
Speeding
The Clerk had received a reply from LCC Highways containing details of the speed warning signs installed by Fenton PC. This had been distributed this round councillors. It was decided to make enquiries regarding insuring the equipment as they are liable to theft. The Clerk will investigate.
The firm used by Fenton offered a warranty and a service plan. The Clerk will enquire for details of these.
The possibility of funding was discussed with a view to mitigating pressure on the Precept. The Clerk will enquire with various bodies.
Village Hall
There will be a leaflet drop along with our next publicity issue. The moveable banner will be stored for the winter and Mr A Straw reported that this had led to a number of room bookings.
The Clerk had looked at the deed provided at the last meeting. He felt that as the Charity Commission was involved, this was beyond his field of experience and returned the document to Mr Straw.
Flower troughs
It was decided to demolish these.
Jubilee Park
RoSPA safety report:
It was decided not to take action on the decaying fence framing until further decay occurs.
There had been no progress on the repair to damaged areas of wet pour tarmac.
Cllr Barnard had purchased a replacement padlock at a cost of £21.59. This was agreed.
Cllr Barnard will ask the contractor who did the previous repairs to provide a quotation for the repair of the soft pour concrete..
Christmas events
lights switch on:
There will be a pre-switch on trimming of overhanging tree branches on 30th November.
The publicity flyer will be delivered before the event.
Mr P Lawrence had agreed to act as Santa.
Kettlethorpe United Charities had agreed to sponsor the event again and the Clerk had invoiced them. Cllr O’Callaghan will purchase the selection boxes.
Window decoration and lights competition:
D/Cllr Pilgrim will act as judge between Christmas and New Year. The prize will be a £20 “any shop” voucher.The Clerk will obtain.
Social media policy
This had been uploaded to the website by LALC.
CORRESPONDENCE
Correspondence for October/November to date had been circulated to all councillors
Clerks & Councils Direct
PLANNING
WLDC reference WL/2025/00960
There had been no progress since the last meeting. The Clerk will ask WLDC Planning to advise him if the application is passed to the Planning Committee, so that we might have a presence to address the committee direct.
FINANCE
The payment of the following invoices for October were agreed by the Council:
already paid: All Round Gardens £262 x 2; F5 Computing £42.88; LALC re purchase of minutes work on website £64.80; Cllr Barnard re purchase of a new padlock £21.59
Clerk – PAYE AND SALARY for October
Accounts to the end of October:
income £14268.79; expenditure £9947.85; balance £15007.70
These were agreed and accepted by the meeting
The meeting discussed the estimated precept for 2025/26. Cllr Smith asked if consideration could be given to undertaking a survey of parishioners prior to finalising the precept to form a picture of what parishioners want for the village.
ITEMS FOR DISCUSSION
(a) Cllr Smith asked for consideration of a walk round the villages to ascertain items for actioning which could be publicised every 3 months. He also asked if a spring clean for the villages might be possible. The Clerk will diarise both the matters for January 2026.
(b) The Chair asked for devolution to be placed on the agenda. The C.lerk will sort out.
(c) D/Cllr Pilgrim that owing to changes in AGAR proceedings, we would need to adopt an IT policy before the next Audit. The Clerk will sort out.
