Minutes of the meeting of the Parish Council held on Tuesday 11th March 2025

in Kettlethorpe Village Hall

MINUTES OF THE LAST MEETING

 

The Minutes of the meeting held on 11th February 2025 had been circulated to all councillors and were proposed, seconded and approved by the meeting.

 

PROGRESS REPORTS

 

Emergency plan

The questionnaire had been printed and were distributed for delivery the coming weekend.

It had been publicised on Facebook.

 

Jubilee Park

The new swing seats had been installed.

Given the quality of his work on the Kettlethorpe village sign, the Clerk wondered whether Mr Jon Bean might be interested in replacing the loose bricks and painting. He will approach him.

 

Cemetery

Rewilding:

There had been no progress on the rewilding.

Cllr Barnard had produced a plan of the intended work for display at the Village Hall event. Cllr McGowan will add labelling to the plan.

 

Treatment of Fenton residents:

The Chair had attended the meeting of Fenton PC on 18th February, but this had not occurred due to a confusion regarding the time. She will attend the next meeting.

 

Regulations revision:

The council revised the current regulations and agreed the following amendments:

(a) cremation interments will be offered in half size plots, Multiple interments will be side by side. There will no longer be provision for ashes interments one on top of the other.

(b) for ashes interments, the balance will be payable at each interment.

(c) each grant of exclusive right of burial granted will be subject to a follow up after five yafterears to confirm that the plot is still required. This will occur every five years after the original grant

(d) where a grant is no longer required, the holder will be asked to surrender the exclusive grant document. There will be no refund of deposit monies for surrendered grants.

(e) these amendment will apply only to new plot requests made after the revision is agreed by the Council. Existing grants will be subject to the regulations at the time of the grant.

 

Village Hall event 23/3/2025

In view of doubt as to whether Cllr Bussoopun had approached Mrs D Humphreys (functions organiser) to offer a table, this will be followed up.

Further arrangements for the day were finalised. Councillors will arrive at 1pm to set up. There will labels on all the tables. Cllr Elliott had spoken to Kirk Thompson , advisor to village halls and felt he might be very helpful. Mr D Blades is to speak to Mrs Wilcox regarding production of a promotional leaflet for the village hall.

Mr Jon Bean had completed the job, which was felt to be of very good quality. r

 

Police

The Clerk had not contacted the Police as discussed last meeting, as there had been a number of attendances of speed patrols in the intervening time. This was the major reason for contacting the police.

Attempts will be made to invite a Police Community liaison offer to attend the village hall event.

 

Community activities

Cllr Barnard distributed the forthcoming events leaflets for delivery with the emergency plan questionnaires.

 

Following discussion with Church, it was decided not to proceed with an Easter egg hunt. We will stage a window/garden decorations competition. The landlord of the Friendship will be approached by Cllr O’Callaghan regarding sponsoring the event.

 

Discussion on the proposed conker themed day was deferred until later in the year.

 

Flooding at three way junction of roads into our villages and Fenton

Cllr Barnard had had a meeting with Claire Davis of Lindsey Marsh drainage board, who had advised that the issue was with the culvert, although the landowner should have sought permission to dig the new trench. She has a meeting with LCC Highways on 18th March and will raise this matter. She asked if the Council would contact Highways and copy her in.

 

Kettlethorpe village notice board

Cllr Barnard had inspected the locks and found that they were unlocked. This had not been the case when previously looked at at the last meeting. The locks were now working properly.

 

Whilst looking, he had noticed several photos of the opening of Rectors Walk, which included photos of children. In view of consideration of privacy and confidentiality, he had turned them facing away from public view and the Clerk had reminded Mr C Fowler of the legislation in this regard. Mr Fowler had replied that in maintaining records of the project, he had implied permission to display photos of children and adults. This was incorrect.

 

 

Condition of roads

The Clerk had not reported road issues with Fix Mt Street, as photographic evidence is required.

A check over of the condition of the roads with be carried out while delivering questionnaires.

 

 

Tree felling / caravans at Drinsey Nook

The Clerk had been advised by the Clerk of Thorney PC about felling of protected trees and build up of several caravans at Drinsey Nook, which is within our parish, but borders theirs.

He had reported the matter to WLDC who had advised that they would take no action on his report, as they already had a complaints file open on this issue.

 

Insurance renewal

The Clerk had received a questionnaire from AJ Gallagher relating to the renewal of our insurance. He will adjust current insured amounts by the rate of inflation and submit for a quotation.

 

80th anniversary of VE Day

The Clerk asked for a decision on whether the Council would officially mark this upcoming anniversary. Other than flying the flag, the Council will not be arranging events.

 

Greater Lincolnshire unitary authority

The Clerk felt that the council should be aware of new arrangements as they are announced. This will be a carry-forward for future agendas.

 

 

CORRESPONDENCE

Correspondence for February/March to date had been circulated to all councillors

 

PLANNING

nothing to report

 

FINANCE

 

The payment of the following invoices for November were agreed by the Council:

already paid: HSBC monthly charge £8.00; F5 Computing invoices £43.50;

outstanding: SS Peter & Paul Kettlethorpe contribution to grass cutting costs for 2024 £663.00;

 

Clerk – PAYE AND SALARY for February

 

PARISH ACCOUNTS

end of January: income £13064.25; expenditure £11710.55; balance £11913.81

 

These were agreed and accepted by the meeting

 

The Clerk had calculated that taking into account income and expenditure to the month end and not taking into account funds set aside in contingency for Jubilee Park and general contingencies, the Council would have a free balance of £7340 at the end of the financial year. He asked for consideration to adding to the two contingency funds and it was decided to add £1000 to each.

 

There had been no progress on the Clerk’s salary for 2025/26.
