Minutes of the Annual General meeting of the Parish Council held on Tuesday 13th May 2025
in Kettlethorpe Village Hall

MINUTES OF THE LAST MEETING
The Minutes of the meeting held on 18h April 2025 had been circulated to all councillors and were proposed, seconded and approved by the meeting.
PROGRESS REPORTS
Emergency plan
There was some discussion of the way forward. It was felt that it might be beneficial to repeat the exercise (say every 2 years). The Clerk mentioned that an important early action would be the appointment of a Co-ordinator.
Jubilee Park
The Clerk had received from Mr J Bean a quotation regarding the replacement of the loose bricks and painting. This amounted to £280 for the painting and £970 for the brickwork. These were authorised by the meeting. The Clerk will advise him of this and ask Cllr Barnard about the availability of bricks.
Cemetery
Rewilding: Cllr Barnard had spoken to Mrs A Brownlow, who had expressed an interested in getting involved in the project.
Treatment of Fenton residents:
The Chair will attended the latest meeting of Fenton PC on 27th May.
Village Hall event
The Village Hall had composed a leaflet which we will include in our next leaflet drop.
C/llr Elliott would provide to the Clerk the specimen questionnaire which is dedicated to recruitment relating to the Village Hall.
Community activities
The Easter house decoration competition was felt to be a success. The Clerk had posted a thank you to the Friendship Inn for their sponsorship.
It was decided to hold a Christmas lights competition. The Clerk will diarise.
Flooding at three way junction of roads to our villages and Fenton
There had been no progress. The Clerk will chase after referral to Cllr Barnard.

Flower troughs
Cllrs Bussoopun and Elliott will look at painting and potting up troughs
CORRESPONDENCE
Correspondence for April/May to date had been circulated to all councillors
PLANNING
WLDC ref 144120:
WLDC had advised that the landowner was not in breach of the planning permission. He will chase WLDC for a progress report, as they were to hold a follow-up site visit.
WLDC ref WLDC/2025/00384
Mr M Hill attended the Council and provided an outline of his reasoning for the amendments to the previous planning grant. After discussion, the meeting decided not to offer any comments on the new appliocation.
FINANCE
The payment of the following invoices for April were agreed by the Council:
already paid: HSBC monthly charge £8.00; All Round Gardens £262; F5 Computing £43.50; clerk expenses 2024/25 £50.35
Clerk – PAYE AND SALARY for April
PARISH ACCOUNTS
end of January: income £12901.46; expenditure £1289.85; balance £22298.37
These were agreed and accepted by the meeting
There had been no progress on the Clerk’s salary for 2025/26.
The Clerk had received the insurance quote from AJ Gallagher for 2025/26 amounting to £583.22. This was authorised by the meeting.

The Chair closed the meeting at 8.30pm.
