Minutes of the meeting of the Parish Council held on Tuesday 10th December 2024

in Kettlethorpe Village Hall

MINUTES OF THE LAST MEETING

 

The Minutes of the meeting held on 12th November 2024 had been circulated to all councillors and were proposed, seconded and approved by the meeting.

 

PROGRESS REPORTS

 

Emergency plan

Cllr Turner had examined the work done by Clerk and suggested that a get together between her and the Clerk would be beneficial prior to putting the plan before the Council. This will take place after the Christmas holidays for evaluation.

 

She had received a copy of a questionnaire produced by the PC covering Cllr Barnard’s place of work. It was felt that this would be very useful to adapt to our requirements.

 

Jubilee Park

There had been no progress on the following:

repairs to brickwork

repainting of barriers in the chicane

 

Cllrs Barnard and Elliott had undertaken further trimming of trees.

 

Cllr Barnard will instal the new swing seats

 

The outstanding matter of the protruding bolt on the picnic table was dismissed.

 

Cemetery

There had been no progress on the rewilding.

 

It was clarified that the Church were aware that the grass cutting in the cemetery is paid for by the Council, not them.

 

Cllr Turner intends to attend the January meeting of Fenton PC and will contact the Clerk prior to this.

 

 

Village Hall

Cllr Turner had emailed the Committee regarding the proposed event in February to publicise local organisations but principally the Village Hall.

 

Laughterton bus shelter refurbishment

There had been no progress. This was deferred to spring 2025.

There had been communication from Mrs Nunn, requesting a report on progress. D/Cllr mentioned a contractor Mr John Bean and will provide contract details. He also mentioned that funds were available via WLDC’s Councillor Initiative fund.

 

Christmas lights switch on

It was felt that the event had gone well, despite there being very few people from Newton on Trent. The surplus selection boxes had been donated to the Friendship Inn. The meeting agreed payment of invoices for £149 for selection boxes from Cllr O’Callaghan and two totalling £29.80 for batteries for the lights from Cllr Barnard.

 

The Clerk will write to thank Messrs Willis and Kyme for their assistance on the night.

 

Mrs Mosedale’s burglary

Cllr Elliott will investigate the possibility of reviving the Neighbourhood Watch scheme.

 

CORRESPONDENCE

Correspondence for November/December to date had been circulated to all councillors

 

PLANNING

The meeting considered application reference WL/2024/00997. This was the revival of a previously granted application but for 5 houses not 10 as previously. In view of this and Government policy to prioritise house building, it was felt that there was no purpose served by objecting.

 

FINANCE

 

The donation of £100 from Kettlethorpe United Charities had been received. The Clerk will write a letter of thanks to Sharon Mosedale.

 

The payment of the following invoices for November were agreed by the Council:

already paid: HSBC ,monthly charge £8.00; F5 Computing invoices £43.50; All Round Gardens £238.00

 

Clerk – PAYE AND SALARY for November

 

PARISH ACCOUNTS

end of November: income £13001.40 Expenditure £9463.81; balance £14097.70

 

These were agreed and accepted by the meeting

 

The Clerk reminded the meeting that the final precept figure would need to be agreed at the January meeting.

 

 

 

ITEMS FOR DISCUSSION

 

(a) The Clerk had obtained a quotation from All Round Gardens for grass cutting in 2025. This showed a 10% rise on 2024 at £262 per cut. This was agreed.

 

(b) Following a recent job change, it was felt that Mr J Willis might be prepared to rejoin the council. Cllr Elliott will approach him.

 

(c) Cllr Elliott introduced a discussion regarding the flower boxes at the Laughterton boundary signs. This will be discussed at the next meeting.

 

(d) Cllr O’Callaghan advised that there was to be a social event in the Village Hall on 21st December to raise funds for the Hall.

 

(e) Cllr Barnard showed the meeting draft flyers for possible future events such as an Easter themed window dressing, Easter egg hunt, a conkers event and a quarterly newsletter. These will be discussed at the next meeting.

The next meeting will take place in Kettlethorpe Village Hall on 14th January 2025 at 7pm.

 

The Chair closed the meeting at 810 pm.
