Minutes of the meeting of the Parish Council held on Tuesday 12th November 2024

MINUTES OF THE LAST MEETING
The Minutes of the meeting held on 8th October 2024 had been circulated to all councillors and were proposed, seconded and approved by the meeting.
PROGRESS REPORTS
Emergency plan
The Chair took the work done by Clerk for evaluation.
Jubilee Park
There had been no progress on the following:
repairs to brickwork
overhanging trees
repainting of barriers in the chicane
With regard to thee outstanding items from the RoSPA report, the new swing seats have arrived and require installation. The protruding bolt on the picnic table needed to be done. Sutcliffe Play had advised that the boat swing and baby swing complied to the latest safety rules.
Cemetery
There had been no progress on the rewilding.
It was decided to clarify how the Church viewed the contribution from ourselves and Fenton PC to their grass cutting costs. Cllr Elliott will investigate.
The Chair will seek a meeting with the Clerk of Fenton PC at their meeting on 21st November to discuss a new arrangement for interments from Fenton residents. For the time being, the existing rules relating to Fenton residents will apply.
Village Hall
The Chair had produced a draft flyer regarding an Open Event at the Village Hall tentatively arranged for 25th February 2025. This was discussed along with ideas submitted by Cllr Barnard.She will seek a meeting with Mr A Straw, Chairman of the Hall committee. Cllr Elliott will provide contact details.
D/Cllr Pilgrim advised that grant aid was available for fund raisers to benefit the Hall.
Laughterton bus shelter refurbishment
There had been no progress.
Kettlethorpe village sign
There had been no further communication from Mrs Nunn and it was decided not to take any further action.
Christmas lights switch on
Newton on Trent School were represented for part of the meeting. There would be no childrens’ choir this year, due to issues from last year not having been resolved. Hymns sheet will be obtained and Mr Kyme will provide the musical backing.
Cllr O’Callaghan will obtain selection boxes, for children of our villages, although there will be extra for children from further afield. Any surplus will be donated to the Friendship’s Christmas Party.
There will be a flyer drop and a post on Facebook.
On a separate matter, the School will add us to their circulation list for forthcoming events. We would be welcome to participate in these and enjoy an element of profit sharing.
Fireworks
It was felt that the bonfire night period had been very quiet, with no complaints received. It was decided to write to Mr & Mrs Gilbert thanking them for their efforts. Cllr Elliott will deliver this personally.
Road repair – Kettlethorpe Road, Fenton
This work had now been completed.
CORRESPONDENCE
Correspondence for October/November to date had been circulated to all councillors
PLANNING
Nothing to report.
FINANCE
The payment of the following invoices for October were agreed by the Council:
already paid: HSBC ,monthly charge £8.00; F5 Computing invoices £43.50; reimburse Clerk re new swing seats £171.60 and re printer ink £81.47

end of October: income £11652.31; Expenditure £7620.24; balance £14592.18
These were agreed and accepted by the meeting
The Clerk had received a purchase order from LCC regarding their contribution to grass cutting costs for £1201.99. He had submitted our invoice but awaited the payment.
The Clerk had received the paperwork for the precept request. He will put this on next month’s agenda so that the precept estimate could be arrived at.
ITEMS FOR DISCUSSION
(a) An offer had been received from LALC asking if we might wish to have the link to Lincs & Notts Air Ambulance on our website. This was agreed.
(b) The Clerk had received an email from Mrs S Mosedale, who had recently suffered a violent burglary at her home. She asked if there was anything the Council could do to strengthen crime prevention. A resurrection of Neighbourhood Watch was suggested and this might be something to feature at the Village Hall event. D/Cllr Pilgrim will look into other options.
(c) It was suggested that we should send a Thank You card to the WI for the poppy decoration on the propeller memorial. This was agreed and Cllr Elliott will deliver by hand.
(d) D/Cllr Pilgrim update the meeting on the current situation regarding Fenton PC. There were currently no councillors and the Parish Council was being administered by three WLDC Councillors. A new panel of parish councillors would be co-opted at the next meeting on 21st November.

The next meeting will take place in Kettlethorpe Village Hall on 10th December 2024 at 7pm.
The Chair closed the meeting at 830 pm.
