Minutes of the Meeting of the Parish Council held on Tuesday 9th June 2026

in Kettlethorpe Village Hall

MINUTES OF THE LAST MEETING

 

Cllr Elliott raise an inaccuracy in the Minutes of the meeting held on 12th May 2026, particularly his efforts with the Village Hall trustees. The Clerk will amend the Minutes for sign-off at the July meeting.

 

PROGRESS REPORTS

Speeding

 

There had been no success in the approaches to various bodies for grant aid. It was decided to revisit all the organisations we had tried. follow up contacts with a number of possible providers of grant funding.

D/Cllr Pilgrim advised that his Councillors Initiative fund would be prepared to fund the cost of the posts. The Clerk will progress the application.

The council decided to start a spreadsheet to record all approaches for grant applications, progress reports on applications and the outcome. This will provide tangible proof of the efforts made.

The meeting confirmed that we will not order the SIDs until we have funding in place.

 

Village Hall

 

The Chair and the Clerk had received letters from Mr Straw and Mrs S Wilcox to advise that they are both to stand down in September, Mrs Wilcox on 1st and Mr Straw on 30th.

 

The Council discussed the implications of this at some length and it was decided to try to find ways to assist them in seeking volunters to ensure that the will be able to continue, BUT NOTHING FURTHER. The Chair will formulate a flyer to advise the villages of what is happening.She will also advise Cllr O’Callaghan due to his connection to some social functions in the Village Hall.

 

The Clerk will email Mr Straw and Mrs Wilcox to thank them for their long periods of service whilst enquiring what other actions they have taken to advise the Charity Commissioners, and ask if there is any Trust Deed documentation to offer guidance as to what happens next.

 

Cllr Elliott reported that he was encountering difficulties in obtaining the draft survey document previoulty discussed

 

Jubilee Park

(a) RoSPA safety report outstanding: there had been no progress. Cllr Barnard had chased the contractor and left a phone message to contact him.

 

(b) Cllr Barnard reported that there is a gel available to deter birds at £23 per case, This was agreed.

 

 

AGAR assertion 10

Both the Data Protection policy and the IT policy were officially signed off. The Clerk will ask LALC to put these onto the website.

 

 

Defibrillator replacement

The Clerk had contacted WLDC regarding their financial assistance scheme whereby WLDC donates £600 to the project and levies a maintenance charge of £110 per annum., but had received no reply. He will chase and enquire about any lead time between request and delivery/installation. Cllr Elliott will undertake enquiries on this.

 

Cllr Barnard will investigate costs for a bleed kit for storage in the old phone box.

New situation vis-a-vis the Village Hall when the flyer wording is available.

Outstanding road issues

 

(a) There were a number of outstanding issues, including the dead tree on the propellor island. The Clerk will report these to LCC Highways. The list will be incorporated into the minutes and posted on Facebook.

 

(b) It was reported that some of the bollards on in the villages were damaged and dirty. Replacement/ repair and cleaning will be discussed when the SIDs project is completed.

 

CORRESPONDENCE

 

Correspondence for May/June to date had been circulated to all councillors

letters from Mr A Straw and Mrs S Wilcox advising their standing down as Village Hall trustees in September

 

 

PLANNING

 

ref: WL/2026/00517: this was discussed and it was decided that no comment was necessary

 

 

 

 

FINANCE

 

The payment of the following invoices for April were agreed by the Council:

already paid: F5 Computing £48.73 monthly charge &£9.50 re resignation of Mr C Smith; rental of Village Hall for 2024/25 £330.00; AJ Gallagher insurance renewal £592.93; Mrs F Simpson audit fee £50.00; Listers re flags for cemetery bench £36.90

 

Clerk – PAYE AND SALARY for May

 

Accounts to the end of May

income £13723.74; expenditure £3003.19; balance £22036.30

 

These were agreed and accepted by the meeting

 

The documentation for the AGAR return were signed off

 

The Clerk had circulated the councillors to advise that the Council had not paid Employers’ National Insurance for the tax year 2025/26 and 2026/27 to date. This had arisen due to the and then he andimplementation of the 2024 Budget which had reduced the threshold for NI

by more than half. The Clerk had calculated the arrears at £268.82 and he had written to HMRC to ask for guidance on the payment of this. He will begin deducting NI from Hune’s sakary onwards.

 

The annual review of the Clerk’s salary was deferred until the national guidelines are published latrer in the year.

 

ITEMS FOR DISCUSSION

 

(a) Cllr Elliott advised that he will empty the flower boxes of soil and then remove the boxes with Cllr Barnard. The daffodil bulbs will then be replanted.

 

(b) The Clerk raised the issue of large poppies for lamp posts. Cllr Elliott will bring an example of the curent ones for assessment as to whether they need to be replaced. The Clerk will obtain costs.
